A federal ICE fatally shot Ruben Ray Martinez, 23, of Texas on March 15, 2025, but it wasn’t until this week that it was learned that it was an ICE agent who killed Ruben - a US citizen.
According to police, ICE agents were assisting local police with traffic when Ruben tried to pass through the area. The government is claiming Ruben didn’t follow commands to get out of the car, Ruben’s car was then surrounded by cops, and he allegedly struck a federal agent. At that point, Ruben was executed.
The families’ lawyers, Charles Stam and Alex Stamm, said that eyewitness accounts of the incident don’t match the government’s report.
“It is critical that there is a full and fair investigation into why H.S.I. was present at the scene of a traffic collision and why a federal officer shot and killed a U.S. citizen as he was trying to comply with instructions from the local law enforcement officers directing traffic,” they said.
Ruben is the fifth US citizen shot and killed by federal agents. That’s how many victims we’re aware of at this time. There could be more victims, but the government is hiding their crimes. We know about Silverio Villegas Gonzalez, Keith Porter Jr, Renee Good and Alex Pretti.
According to the government, one federal agent was treated and released for a minor knee injury following Ruben’s killing.
Ruben’s mother, Rachel Reyes, said her son was a “good kid” with no criminal history who had been celebrating his birthday days earlier. Now all she has is memories of her son and her Ruben’s killer walks free.
